WhatsApp Message Tier Limit (Portfolio-Based)

Meta applies messaging limits using tiers. In a portfolio-based model, the limit is managed at your WhatsApp business portfolio level, instead of treating each number in isolation.

This helps you scale messaging across multiple numbers under the same portfolio while Meta continuously evaluates quality and usage.

What is a Message Tier?

A message tier defines how many unique customers you can start business-initiated conversations with in a rolling 24-hour period.

Typical tier progression:

  • Tier 1: 1K unique customers / 24 hours
  • Tier 2: 10K unique customers / 24 hours
  • Tier 3: 100K unique customers / 24 hours
  • Tier 4: Unlimited

How Portfolio-Based Limits Work

When your WhatsApp setup is portfolio-based:

  • Messaging capacity is evaluated at portfolio level.
  • Multiple WABAs/numbers under the same portfolio can share growth potential.
  • Better overall messaging quality can help increase the available tier.

How Tier Upgrades Happen

Meta can automatically increase your tier when your portfolio meets quality and volume requirements.

Common factors include:

  • Good quality rating (low blocks/reports)
  • Consistent messaging activity
  • Policy-compliant template usage

Best Practices to Increase Limits

  • Send only opted-in and relevant messages.
  • Keep template content clear and contextual.
  • Avoid spam-like frequency and duplicate campaigns.
  • Monitor delivery, read rate, and user feedback.
  • Pause low-performing campaigns quickly.

Operational Guidance

To handle tier limits safely in production:

  • Plan campaigns by expected daily unique recipients.
  • Distribute high-volume campaigns based on available capacity.
  • Track quality and conversation analytics regularly.
  • Coordinate marketing and utility traffic to avoid sudden spikes.

Important Note

Tier policies and thresholds are defined by Meta and may change over time. Always verify the latest limits and status from your Meta Business Manager/WhatsApp Manager setup.
