To ensure message delivery and avoid legal issues, all businesses, whether local or global, must adhere to national telecom guidelines for SMS. This includes setting up Sender IDs, obtaining opt-in permissions, and following restricted hours for promotional messaging.
Local SMS Regulations
SMS Regulations for Local Companies
- Alphanumeric IDs not supported.
- Short codes are mandatory for A2P messaging.
- Brand name (Sender id) must be defined inside of the body text in order to avoid blockage from operators.
- Sender id and content must be whitelisted and confirmed as Domestic based on the approval of MNO.
- Unregistered content will be considered as International.
- Short code rules: Minimum 6-month contract. Freeze period Dec–Jan each year (no new activations). ENACOM approval and documentation required.
International SMS Regulations

Same as local — messages must use registered short codes.
Alphanumeric IDs are blocked.
